Nathan Ake and Gabriel Jesus' conditions are improving after their injury layoffs, but Pep Guardiola will make a late decision on whether they will be involved at Bramall Lane.
Sergio Aguero, Fernandinho and Benjamin Mendy are all out with injury.
Max Lowe could return for Sheffield United but John Fleck, Lys Mousset, Jack O'Connell and Simon Moore are all out injured.
City edged to a 1-0 win at Bramall Lane last January.
Sergio Aguero scored the winner on 73 minutes, just six minutes after coming on as a sub, with Gabriel Jesus missing a penalty earlier in the game.

"With this amount of games, if the manager has to motivate, it’s over!
"It comes from inside, the desire to play good and help the team. They want to feel like a decisive player. It comes from inside himself.
"I cannot make a speech every three days to motivate. They like to play and be part of Premier League and Champions League. This is the most important thing."
