Tom Dele-Bashiru's first half equaliser ensured City maintained their unbeaten start to the season with 1-1 draw at Rovers' Brockhall training ground.
City goalkeeper Aro Muric saved a penalty midway through the first half but it was shortly afterwards that Rovers took the lead through striker Daniel Butterworth.
It was on the stroke of half-time that Dele-Bashiru's equaliser came, with the midfielder firing a long range strike past Rovers goalkeeper Ben Ascroft.
City made several substitutions in the second half as they chased a second. Lorenzo Gonzalez, Iker Pozo and Ian Carlo Poveda came on for Joe Hardy, Tyreke Wilson and Colin Rosler respectively but couldn't force the winner.
